
Aggie-NorMin, MisOcc PLGU bolster agri-fishery programs interfacing
Oroquieta City – The Department of Agriculture – Northern Mindanao Field Office (Aggie NorMin) recently convened with the Provincial Local Government Unit (PLGU) of Misamis Occidental for the DA-PLGU agricultural and fishery programs interfacing during the first ASENSO Agricultural Summit.
Organized by the PLGU, the summit seeks to align provincial priorities with the DA and its attached agencies’ programs, projects and activities (PPAs) in 2026 to ensure coordinated and demand-driven implementation in the province.
In his presentation, Aggie-NorMin Regional Executive Director, Jose Apollo Y. Pacamalan conveyed the Php571-M worth of agricultural projects for Misamis Occidental as proposed under various programs of the DA this year.

Under PRDP Scale-Up IBUILD, the province has 2 ongoing Farm-to-Market Road (FMR) projects worth ₱323.3M and 6 proposals under compliance totaling ₱1.415B. A Php350-M Integrated Coconut Processing Facility is also proposed for the province under the same project.
Additionally, under the regular FMR project of the DA, 9 road segments were proposed for Misamis Occidental amounting to Php390-M.
DA-attached agencies such as the Philippine Coconut Authority – Region 10 (PCA-10), Bureau of Fisheries and Aquatic Resources – Region 10 (BFAR 10), Bureau of Soils and Water Management (BSWM), Philippine Center for Postharvest Development and Mechanization (PhilMech) and the National Irrigation Administration – Region 10 also presented their priority programs and projects before the local chief executives of towns and cities in Misamis Occidental.
As a platform for multilateral dialogue, the summit allows the DA and the LGUs to level off in resolving Issues and concern material to agri-fishery programs implementation, and set a common ground for collaborative government service delivery.
Governor Henry S. Oaminal prompted unified action among the LGUs, national government agencies and stakeholders to promote food security, sustainable livelihoods, and inclusive growth for farmers and fisherfolk in the province.
As a step forward, Director Pacamalan urge for the creation of Misamis Occidental’s Provincial Agriculture and Fisheries Investment and Development Plan for 2027, underscoring among other key focus areas, the agricultural production and development plan, LGU’s digital agriculture infrastructure and services, capacity building and training programs, market access and trade development, climate change mitigation and adaptation, and monitoring, evaluation and learning.
