Agri-10 spearheads finalization of agri-fishery investment and dev’t plan for NorMin
CAGAYAN DE ORO CITY – The five provinces and two highly urbanized cities in Northern Mindanao have finalized their respective City and Provincial Agriculture and Fishery Investment and Development (C/PAFID) plans, which will be integrated into the Regional Agriculture and Fishery Investment and Development (RAFID) Plan for 2026–2028.
The plans were consolidated during a workshop hosted by the Department of Agriculture – Region 10 (DA-10) from August 12 to 13, bringing together key regional stakeholders to refine provincial priorities for inclusion in the 2026 national budget proposal.

DA-10 Regional Executive Director Jose Apollo Y. Pacamalan emphasized that the PAFID plans serve as a vital mechanism for harmonizing local development goals with national agricultural strategies. He noted that these plans not only provide a clear roadmap for investment but also serve as a platform for coordinated efforts among government agencies and local stakeholders.
“By establishing a common ground at the provincial level, we create a convergence point for national line agencies. We are empowering provincial agriculture teams to lead and manage the national government’s agri-fishery programs,” Pacamalan said.
Participants included provincial and city agriculturists and veterinarians, members of the Civil Society Organization (CSO) and Regional Management Council (RMC), and representatives from DTI, DOST, TESDA, DOLE, DAR, and DSWD, and the Regional and Provincial Agricultural and Fishery Councils (RAFC/PAFCs).
The initiative aligns with President Ferdinand R. Marcos Jr.’s directive to foster strengthened collaboration among farmers, fisherfolk, local governments, and the private sector. It aims to build an inclusive and resilient agri-fishery sector that drives economic growth and ensures long-term food security for all Filipinos.# (MAC)
