Program and Projects

Plays a key role in the Food Staples Sufficiency Program (FSSP), the central focus of the country’s food security policy from 2011 to 2016 and beyond.

     The FSSP 2011-2016 aims to achieve self-sufficiency in food staples which means satisfying domestic requirements for food, seeds, processing, and feeds through domestic production.

      Goals

  • To attain rice self sufficiency by 2016
  • To increase rice production/productivity and income of rice farmers

  1. Raising farmers’ productivity and competitiveness

Another priority staple food program is the Agri – Pinoy Program that aims to attain corn self sufficiency in the region in 2016 by increasing productivity of quality corn for human consumption, feed and some industrial uses.

       Goals

  • Production of quality corn for food, feeds, and various uses

  1.  Clustering and expansion of areas
  2.  Use of hybrid seeds
  3.  Adequate infrastructure facilities
  4.  Appropriate post-harvest facilities
  5.  Adequate and innovative production support services

  • Increase cassava production as staple food and value adding

Another program that addresses food security, poverty alleviation and sustainable growth in the region. The program promotes production, processing, marketing and distribution of high value crops and helps to increase the income of farmers.

  • Increase production, income and livelihood opportunities among small producers
  • Access to affordable, safe and healthy food

A priority program to ensure affordable, available and accessible supply of quality livestock, poultry & dairy products, and its by-products taking into consideration the production of import substitutes and export potentials for increased income of animal raisers.

        Goals

  • Improvement of genetic materials
  • Diseases prevention, control and eradication

With the thrust on improvement of genetic materials and disease prevention/control/ eradication, the program will continually pursue the following interventions:

  • Provision of forage seeds and planting materials
  • Provision of quality animals for breeding
  • Provision of semen straws for artificial insemination
  • Distribution of biologics, vaccines and drugs
  • Animal disease diagnostic laboratory services
  • Feed analytical laboratory services
  • Conduct/ participate to market related events
  • Assist to establishment of livestock auction markets
  • Conduct of trainings/ Distribution of IEC materials
  • Conduct of production-related researches
  • Conduct of regulatory activities
  • Consultations within the department and outside with LGUs, CSOs, and other stakeholders.

(1)Accessibility of farmers to bring farm produce to market outlets with low transport cost

(2)Raise up the value of land and adjoining areas and the investment opportunities for agriculture and more economic activities

(3)Lead people to greater mobility from rural to urban areas for businesses with an improved road safety and increased social awareness and socio-economic trends

(4)Improve delivery of services on education, health and other social services by the government and other institutions

The program that implements the Philippine Organic Agriculture Act of 2010. It shall support the organic farming initiatives of the LGUs.
  • Such practice is known as Organic Agriculture that will cumulatively condition and enrich soil fertility;   Increase farm productivity; Reduce pollution and destruction of the environment;   Prevent the depletion of natural resources; Save on imported farm inputs; and Protect the health of farmers and consumers.

The Organic Agriculture is a holistic production management system which promotes and enhances agro-ecosystem health, including biodiversity, biological cycles, and soil biological activity.

It emphasises the use of management practices in preference to the use of off-farm inputs, taking into account that regional conditions require locally adapted systems.

This is accomplished by using, where possible, agronomic, biological, and mechanical methods, as opposed to using synthetic materials, to fulfil any specific function within the system.” (FAO/WHO Codex Alimentarius Commission, 1999).

The Trading Market – Oriented Program is a barangay or municipal -based food depot and distribution system offering affordable, safe and quality food products like meat, poultry, fish, vegetables and fruits.


Through this program, the DA will allocate fund for the establishment/ operation of provincial and municipal food terminals which will serve as the bulk collection centers of farmers’ products as well as become the trading /transaction centers between producers and buyers.

 

This will be established in barangay/ municipality nearest to the production areas yet accessible to buyers.        

The national government’s program and framework  for peace and development. It is implemented in areas affected by conflict and communities covered by existing peace and agreements.

        Goals

  • Reduce Poverty and vulnerability in conflict-affected areas through sustainable rural development, community infrastructure and focused delivery of social services,
  • Improve governance through partnerships with national and local institutions, building capacities for governance, and enhancement of transparency and accountability mechanisms, and
  • Empower communities and strengthen their capacity to address issues of conflict and peace through activities that promote social cohesion.
