DA-PRDP 10 holds a procurement training-workshop for proponent groups in Initao, Misamis Oriental

INITAO, MISAMIS ORIENTAL – In preparation for the procurement process prior to project implementation, the Department of Agriculture-Philippine Rural Development Project 10 (DA-PRDP 10) together with the Mindanao Project Support Office (PSO-Mindanao) held a two-day Procurement Training and Workshop on the World Bank Harmonized Procurement Guidelines on October 11-12, 2023.

The said training strengthens the knowledge of the proponent groups (PGs) on the preparation of the supporting documents for the purchase request of their project equipment and materials which is in line with the guidelines set by the World Bank and PRDP’s Cross Reference Manual Second Additional Financing and EU Co-financing grant and is concurrent to the IRR of RA 9184-known as the Philippine Government Procurement.

DA-10 Regional Executive Director and DA-PRDP 10 Project Director Carlene C. Collado emphasized that the training is essential to the PGs who received the No Objection Letter 1 (NOL-1) that denotes the start of the project.

“Here, they will learn the flow of the procurement beginning from the preparation of Purchase Request (PR) until a perfected contract is issued to the winning bidder,” said Director Collado.

He further reminded the participants to prepare the enabling documents to fast-track the procurement process before the project commences.

The IREAP subprojects issued with NOL 1 are the Migcawan Tribal Agricultural Cooperative (MTAC) for Crumb Rubber Processing and Marketing with estimated project cost of (EPC) P80.9-M; the Mindanao Cooperative Trades and Industries (MCTI) for Coconut Sugar Processing and Marketing with EPC P16.2- M; and the Mindulao Farmers Agrarian Reform Community Cooperative (MINFARCCO) for Coconut Sauce Processing and Marketing with EPC of P23.5-M.

The identified stakeholders are required to attend the training and workshop to familiarize and identify the specifications of the equipment and or materials within the standard quality and Approved Budget for the Contract (ABC).

Joining as resource speakers were PSO-Mindanao Procurement Officers Chona Jarabata and Jennelaine Jos; and BDO June Mark Love Madin together with DA-PRDP 10 Procurement Unit Head Jeffrey B. Baja, ODO Marilyn Gargueña, and Finance Officer Andrew Salon.

Also present were representatives from PLGU Misamis Oriental, Bukidnon and Lanao del Norte. # (IAgawin)
